After asking why בה occurs twice in Deuteronomy 8:9, the passage gives its premise: other peoples and lands are apportioned to appointed agents, while no other agent rules the land of Israel. בגין כך introduces the result: a people not ruled by another is brought into a land not ruled by another. תא חזי then introduces a second demonstration about sustenance, followed by another ובגין כך that returns to the verse.

Close translation — ‘Rabbi Elazar said: It is written, “a land in which you shall eat bread without poverty; you shall lack nothing in it.” Why is “in it” written twice? Rather, it has been taught that the Holy One, blessed be He, apportioned all peoples and lands to appointed agents, but over the land of Israel no angel or other appointee rules—only He. Therefore He brought a people over whom no other rules into a land over which no other rules. Come and see: the Holy One, blessed be He, gives sustenance there first, and afterward to the whole world ... and therefore, “a land in which you shall eat bread without poverty.”’
